Should we start our mock or exam with weaker section i.e. VA or with stronger section i.e. QA in the exam that allows to move between sections.

Start with the strongest and try to complete it earlier so that you have max time for the other section. In general you should always keep parts of the exam that you know best at priority and then move to things you know less of.
