Is it correct to put 'is' before every word? If yes, how?

See here in the passage it's speaking with the view of the collection as a whole not with the view of individuality of rare artifacts and manuscripts so since it's speaking here collectively then we will use "is" for phrase "museum's collection" and now why not "was" because it's definitely not put up in that sense to convey that it was displayed or was maintained... because it's still displayed and maintained in present and also will be in future so that is why we used " is"... And no you cannot just put is everywhere until you understand that the statement is emphasizing which word and wants the answer from you of which word in the statement... Hope you got it....(T-T)
