IPMAT can ask any and every phrasal-verb/idiom. There's no fixed syllabus. Welcome to one of the toughest non-CA entrance exam in the commerce UG domain. You need to embrace the ambiguity.
Just like how there's a chance for any word from the dictionary to be asked... but knowing the majority of the common ones will still help you clear the cutoffs.
You need to do as much as feasible, you'll keep learning phrasal verbs and idioms through all the sectionals and mocks that you attempt too.

You need to use more of contextual understanding (which gets developed by continuous and constant exposure to the language). Are you using the words/phrasal-verbs/idioms that you're learning in the 7th question (Daily RC Summary)?
Everyone's brain is different when it comes to remembering stuff. I personally use associative memory.
The meaning of look into is "investigate something."
Now, with practice/exposure/usage, you'll get the hang of it and it'll soon become second nature.
