I am still confused why it's option 2 and not 1

Hey saiyam! I too gave this RC and got the question correct so maybe I can try explaining it to you. If you read the passage once again, meticulously, you will realise that the disagreement for leadership candidates is just one problem in a larger issue. The Nepali governance mechanism, as discussed in the passage, is the larger issue, because it fails to address the needs of the country with its erratic behaviour, Ministers becoming in charge who fail to address the concerns of youth especially. Think about this, even if they were to agree on some leadership candidates, whats to stop those selected candidates from making the same move as their predecessor- to go absconding when the nation needs them most? Thats a structural, systemic issue with the government.
