here in this question it is asked what we infer about the India's strategy not what the writer is suggesting what India's approach should be ? Shouldn't the answer be 1st part??

This sentence creates an important difference:
The passage says India would match the actual delivery, NOT the rhetoric. In fact, it explicitly contrasts these two by saying "actually deliver, not what they rhetorically demand."
Hence, option 1 would definitely not be the answer.

in case the option had mentioned the actual delivery rather than rhetoric demans then the answer would have been option 1 . right?
The passage doesn't suggest that India is bending over backwards and allowing itself to promise unrealistic expectations (from passage: "not what they rhetorically demand"). It actually suggests "to what major economies actually deliver" (modest commitments like China).
