Why can't option 3 be the right option . I am confused between option 2 and 3 ?

Option 3 is grammatically correct but contains redundancy (the word "alone" is unnecessary because "no one but he" already means that he is the only one who can provide testimony)
In sentence correction questions, conciseness is preferred when it doesn't sacrifice clarity. Since "no one but he" already establishes that he is the sole person capable of providing testimony, adding "alone" is redundant.
Hence, the best option would be (2).
