Dont re read the passage. Just read it for once and try to recognise the key words as per your understanding. Don't waste a lot of time reading the passage again and again.

I think to minimize time you should try to skim through the passage; even if you aren't able to properly grasp what the author is saying, if you can get the general idea then that is enough.

While solving questions, even if you have a hint of doubt, you should go back to the passage and re-read the part that the question seems to be referencing.

I misinterpreted the line. I thought that fossil fuel specialists dwarfing scientist meant that they were fewer in number but nevermind. RC was tough though. I think the 11 minutes' time is reasonable. I read the RC really slow to understand the flow of points.

I would not say the same to read novels or books etc since it's obvious but as I can see and estimate that you alone took 5-6mins for the RC which is quite long so you should reduce time in reading the RC by not reading each and every word but rather just to understand the crux of the passage and then follow your instincts for the answers and remember don't trade your score with time as you can see that in total you took 11 min for 6 questions which is less than 2 mins per question which is not that bad and it will reduce by time to time and you will be left with correct logic and answer along with efficiency (yeah I know that I myself took 18mins in this passage but scored full and I know what mistake I did that's why I can help you not to do that mistake)
