Need clarification on RC solutions (possible errors or me being retarded?)

In this question for example the passage clearly states that coin issuers are CURRENTLY holding all the benefits but the correct option stated is 2, which is almost opposite of what the passage says

Similarly, the advantages of stablecoin is clearly stated to be in countries where dollar transactions are desired but banks are inaccessible. But the correct option given is 3.

Again, the last line of the passage is a word to word copy of option 3 which is said to be incorrect.

It would be great if anybody can explain why these options are wrong T-T
