I learnt the rule that ONE +Pl. Noun+only+sing. Verb /ONE+Pl.noun+who,which,that + plural verb but i saw many questions in mocks using singular verb with who and the question above using plural verb with who.I am really confused and would appreciate some help .

the words like 'who' , 'which' always refers to the noun or pronoun being stated just before them . Here who refers to 'students' so plural verb and for the second blank .......read it as One of the students ____ going to win the award .' So here the dash refers to the particular 'one' student so therefore singular verb . Hope you got it........It is an important type of sentence which I have seen in almost each mock/sectional I have attempted
Yeah even i thought of this that the last verb used in the sentence refers to one and the verb after who refers to plural noun but I saw in the mocks they still used singular verb in first dash

I have others as well where singular verb is used and got really confused when to use which.For example the below was from topic test and the other 2 from mocks.

i don't know about the rules but in first case when they were talking about who writes the best essay they were talking about all the students
and in second case out of all students only 1 got new laptop
so subjects are different in both case
also, in your reply that qs also talks about one specific book out of all the books on the list so singular
