Doubt

In the solution, there is a step that says “Square of a quadratic number”, and then ( a-2) is replaced with 0 or 1.

I don’t understand:

What does “Square of a quadratic number” mean in this context?
How is replaced with 0 or 1?

Could someone please explain this concept step by step?
