Is this concept important?
I did not find any relevant video online, all are either very long or its j complex. Should I just memorize this formula or what? ig I am bound to forget it so is it worth learning?
Also is there another way of solving this??

much of the problem in this question is caused by the last side you are about to fill, causes a lot of double counting as you can rotate a circle, if u had a beautiful central region like in this question, sides would be forced to alternate at any cost and there would be no double counting, start by filling the central region, 3 ways and then fill one of the regions, 2 choices, and then you'll notice every other region has one choice left so 3 x 2 x1 x 1 x1 = 6 ways in total, this worked here beacause every side was forced to alternate colours so there was essentialy no double counting.
You could do it logically but since it's a circle alot of double counting problems occur, it's best to just go with the formula.
