You are taking a, b & c as number of votes and not percentage of votes so technically you can't take b = c + 4 because this means that B got 4 votes more than c
If you take a, b & c as number of votes then a = 1.25b and b = c + 0.04T (where T is total votes cast)
Then further write a & c in terms of b and solve.

An easier method to solve this question would be considering a, b & c as percentage share of votes.
Total voters = V
Then,
C = c%
B = (c+4)%
A = (1.25c+5)%
A+B+C is equal to 100% (total votes, not voters)
c+c+4+1.25c+5 = 100
c = 28%
b = 32%
a = 40%
Since, only 80% of voters voted :
c = 28% Γ 0.8V = 0.224V
a = 40% Γ 0.8V = 0.32V
0.32V - 0.224V = 9600
0.096V = 9600 V = 100,000 voters
