I also think it is False. The scheme, I think, is about providing subsidies to the needy households and the expenditure should come under the umbrealla of transfer payments.
Capital expenditure are those which are spent on infrastructure projects to benefit the economy in the long-term (hospitals, factories). Current expenditure is money spent for the ongoing costs of providing public services (salaries, bills etc.). And, Transfer payments are directed towards social welfare schemes like subsidies and unemployment benfits.
