see price set by govt is 250/month (upper limit) - meaning no one can charge more than 250/month
but market prices is already 200/month - which is less than upper limit
so there is no need to reduce or increase prices
so there will be no impact.
if market market prices are greater than 250 then it crosses the limit set by govt.
eg 300/month - so they have to decrese the price by 50 to acheive price of 250
so people will demand more because prices would fall and producers (one who is charging rent) will supply less
hence that would create excess demand (shortage)
