
The first image says it is the partnership act the second image says it is the comapnies act which empowers the central governemnt??

Companies act has empowered the central govt to set the upper limit for the partners (upto 100 max)
Govt has set it at 50
So it means if govt wants to change it they can but NOT more than 100

simple, its prescibed by companies act that central government can impose a limit, so the central government decides the maximun number of partners in a firm.
both questions ask different things, look again.
also the central governnment cannot impose a limit more than 100 as per companies act
