How do we find the value that is an exception?
The range comes out to be 0 to 19 so the answer should be 20 but x=10 is an exception so the answer is 19 but how do we know that what value is an exception? Because depending on the fact that whether it falls in the range or not we will subtract 1 from our finall answer?

From 0-9 we get negative value at some point and then it turns positive due to modulus. From 11 onwards the value always stays positive. Obviously you won't know that 11 will turn positive but you could have thought that at some point it will always be positive and never turn negative. In midst of this when we get |0-5| at some value it will turn 5. You need to have that contextual awareness.
